Witnesses testified about the chaplain programs in the military and the U.S. Bureau of Prisons in the aftermath of apparent security breaches at Guantanamo. They reported on how chaplains are certified. The groups that certify Islamic chaplains have been linked to terrorist organizations that have used the tactic of recruiting in prisons and the military. Chaplain Rogers testified that the problems have been exaggerated, but that more efforts need to be made to correct the prison conditions that could cause a problem.
