The Federal Communications Bar Association, a group of attorneys specializing in communications law, sponsored a forum investigating the role and applications of the First Amendment throughout the history of the United States, and the philosophy behind the principles embedded in the First Amendment. Participants in the forum focused on the application of the First Amendment to situations faced by many colleges and universities around the U.S.: does a school or its members have the right to ban members of its community from expressing offensive ideas or speech, and does the school have the right to ban protesters from heckling speakers of offensive ideas or speech?  Legislation has been recently introduced by Rep. Hyde to prohibit colleges or universities that receive Federal funds from regulating speech on their campuses.
