Mr. Dinh discussed the USA Patriot Act and how it has aided law enforcement in the prevention of terrorist attacks in the U.S. and the world. Mr. Dinh is the chief author of the USA Patriot Act, passed by Congress in October 2001 to make it easier for F.B.I. agents to monitor suspected terrorists on U.S. soil and pass along the information to police and prosecutors.
