comprehensive reform in the federal public service. Both Justices address
the issue of judicial pay and its impact within the federal judiciary.
The Commission is a project of the Center for Public Service at the
Brookings Institution and is comprised of Chairman Volcker and ten members drawn from both
political parties and a variety of backgrounds. Commission members asking
questions of the Justices include former Secretary Shalala and Mr. Duberstein.
