President Bush addressed the nation from his Texas home and announced that he would support limited federal funding for embryonic stem cell research. He said he would limit funding to research on existing stem cells but would forbid the creation of new embryos for the purpose of research only. He also announced that he would create a White House commission to monitor research and set ethical guidelines for such research.
