Committee members heard testimony from legal scholars and the public on whether to appoint presidential electors and the political and legal implications of such a decision. At issue were court challenges by the Gore campaign to Florida’s list of certified electors and the proper means of ensuring that Florida’s electors were not challenged by the U.S. Congress. Following public testimony committee members debated their course of action.
