Mr. Daley spoke to reporters about efforts to end manual recounting of ballots in the presidential election in several Florida counties. He also said that new requirements by Florida Secretary of State Harris to have counties submit justifications for manual recounts of the ballot were obstructing the will of the people. Following his remarks he answered questions from the reporters.
