Democratic and Republican candidates met in Winston-Salem, North Carolina for the second of three debates sponsored by the Commission on Presidential Debates. They sat at a table with the moderator and were given two minutes to respond to questions in addition to rebuttal time. At times both candidates stretched the rules by posing questions to one another in their responses. The first part of the debate focused on foreign policy, including recent violence in the Middle East and Yugoslavian elections. They then turned to civil rights issues and economic policy.
