Mr. Danforth announced his findings in the investigation of the government’s role in the
Waco tragedy. He said he had reached the conclusion, on 95 percent of the questions he was
charged to answer, that government agents did not start the fire, government agents did
not shoot at the Davidians, and the U.S. military was not used improperly. He placed
responsibility for the incident on David Koresh and his followers. He also replied to media
questions.
