Mr. McKernan, Republican governor of Maine first elected in 1986 and re-elected in 1990, gave the gubernatorial inaugural address before the Maine state legislature in the state capitol in Augusta. Mr. McKernan discussed the downturn in the New England economy, and stated that Maine would balance its budget despite "the painful process" of doing so.
