The committee’s hearing on the constitutional question of which arm of the U.S. government has the power to declare war continued with testimony from four professors of law. Mr. Rostow brought up the distinctions between offensive and defensive use of the U.S. armed forces in determining whether the president or Congress has the right to initiate a war.
