In this archival footage, President Franklin D. Roosevelt spoke about the agonies of war and his efforts to keep the U.S. out of world conflicts by his declaration of a “good neighbor policy” towards other nations. Among his memorable phrases were, “We shun political commitments which might entangle us in foreign wars.” The speech was reconstructed from Universal newsreel by archivists at the National Archives. close
