Res. 484, the rule for H.R. 4300, the Family Unity and Employment Opportunity Immigration Act, and began consideration of the bill. The House rejected the two Smith, Morrison and McCollum amendments. The first Smith amendment sought to limit total legal immigration to the United States to 630,000 per year. The Morrison amendment sought to strike requirements that employers, in order to bring alien workers, ensure that they are providing education and training for United States workers. The second Smith amendment would have extended appropriations to reimburse state governments for education and health costs for newly legalized immigrants for fiscal years 1991 through 1998. The McCollum amendment sought to allow detention and deportation of illegal immigrants from El Salvador, Lebanon, Liberia and Kuwait for three years. The Fish (R-NY) amendment, that permits the State Department to indicate those immigrants needing visas for entering the United States, was agreed to by voice, as were the Richardson (D-NM) en bloc amendments defining the payment of fees for applications to file petitions for naturalization.
