The House agreed to the Bennett, Mavroules, Bosco and Boxer amendments. The Bennett amendment reduced SDI spending by $600 million. The Mavroules amendment provided for transfering unused MX rail garrison funds to environmental restoration programs. The Bosco amendment urges the President to negotiate international agreements to acheive early prohibition of nuclear weapons testing. The Boxer amendment prohibits psychiatric examination or hospitalization to be improperly used to harass military whistleblowers. The House rejected the Dornan, Dellums, Kyl, Hopkins substitute, Fazio, Frank, Hopkins and Traficant amendments. The Dornan amendment sought to decrease spending proportionately (increasing SDI spending by $1.3 billion). The Dellums amendment sought to eliminate SDI funding and reassign basic strategic defense research to appropriate departments. The Kyl amendment sought to reduce funding for F-16 and Multi Launch Rocket System programs and assign the funds to SDI. The Hopkins substitute amendment to the Mavroules amendment would increase OEA programs funding to assist communities adversly affected by defense spending cuts. The Fazio amendment would extend medical benefits to servicemen and their dependents stationed overseas. The Frank amendment sought to reduce funding for research and development of ICBMs, including the MX and Midgetman. The Hoplins amendment would have prevented the reimbursement of North American Van Lines for losses resulting from the December 1989 invasion of Panama. The Traficant amendment would reduce all authorizations by 2 percent.
