Citing the dangers of “primitive” hatreds, President Clinton urged Congress to expand the definition of federal hate crimes to include incidents based on a person’s sexual orientation, sex or disability. He compared hate crimes with the “ethnic cleansing” in Kosovo and said that the U.S. should at least set an example by not tolerating such bias. close
