Secretary Cohen and General Shelton testified that more funding was needed to improve recruitment and retention and to perform weapons modernization. Among the issues discussed were the need for forward deployment, national missile defenses, base closings, and readiness. This was Secretary Cohen’s first testimony before the committee in four years.
