The House of Representatives continued debate on the articles of impeachment against President Clinton. Representative Bob Livingston (R-Louisiana), who had recently publicly disclosed an extra-marital affair, announced that he would resign and would not seek election as Speaker of the House. Prior to the vote on Article I, perjury before the grand jury, Democratic members walked out of the chamber in protest. Two of the four articles passed, perjury before the grand jury and obstruction of justice. close
