The Senate opened with a prayer signed by Reverend Croft and spoken by Reverend Trancone. Both men are ministers at Gallaudet University, a liberal arts school for the deaf. They were helping to celebrate Deaf Awareness Week. The Senate continued consideration of S. 1630, to amend the Clean Air Act. Amendments were adopted to facilitate mass transit and to modify federal procurement practices.
