Queen Elizabeth II convened the British Parliament and proclaimed that the government would undertake a new legislative program to modernize and improve the United Kingdom. As part of the program the government would end the system of hereditary peerage in the House of Lords and would take steps to create a Scottish Parliament and a Welsh National Assembly.
