He predicted that economic growth would be slow during the year while unemployment would remain high, in part because of spending cuts that Congress would be forced to enact to avoid sequestration. Additionally, the CBO estimated that although the deficit would drop in 2013, it would rise back up to $1 trillion because of entitlement spending for an aging population.

      <description>Physicians, nurses, and other health care industry officials testified on ways to increase Americans' access to primary care doctors. The Association of American Medical Colleges estimated that the U.S. would have a shortage of approximately 21,000 primary care physicians in 2015, with the shortfall projected to further increase as the number of primary care medical students continued to decline and 30 million Americans became eligible for heath care under the Affordable Care Act. Among the issues discussed were Medicare reimbursement rates, changing the culture of medical schools to encourage students into primary health care, and forgiveness of some of the medical school loan debt accrued by primary care practitioners.</description>

      <title>State of Mental Health Care System</title>
      <description>Federal, state, and local mental health officials testified on weaknesses in the mental health care system, with a focus on relationships between mental health and gun violence in the wake of the December 2012 shootings at a Newtown, Connecticut, elementary school. The hearing examined the mental health system and barriers to providing mental health care. 
In the first panel, administrators talked about changes in the health care system. Pamela Hyde said that the U.S. mental health system has huge gaps in services that prevent people with mental illnesses from receiving treatment. In the second panel mental health practitioners gave examples of community situations. Topics included the stigma associated with mental health and the importance of employment and peer support, and that that mental Illness is the leading cause of disability in the U.S. Panelists also highlighted how current funds could be better spent better and obstacles to getting mental health services to those in need.</description>

      <title>U.S. Economic Outlook</title>
      <description>Ben Bernanke testified about the state of the U.S. economy. In addressing the rise in unemployment and slow job growth during May 2012, he said the causes were unclear and did not necessarily mean that recovery was stalling, and that overall the Federal Reserve is relatively optimistic about the country's economy. He also spoke at length in his opening statement about impending tax increases and budget cuts at the end of 2012 if Congress cannot reach a new budget agreement. He urged lawmakers to to "avoid unnecessarily impeding the current economic recovery." He answered questions from committee members about the fiscal health of European Union, actions the central bank might take to boost the economy, the housing market, and other subjects.</description>
