      <description>David Doniger and Myron Ebell talked about the National Oceanic and Atmospheric Administration report that 2012 was the hottest year on record for the contiguous 48 states and the second-worst for extreme weather such as tornadoes, wildfires and drought. Topics included natural variability and human intervention in the climate, temperature records in 2012, and long term climate and pollution projections.       <title>Climate Change Legislation, Panel 4</title>
      <description>Witnesses in a fourth panel of experts testified on the American Clean Energy Security Act of 2009. The proposed legislation would cut carbon dioxide and other greenhouse gases by 20 percent by 2020 and by 83 percent by mid-century. It further requires that utilities produce one quarter of their electricity from renewable sources by 2025. They focused on carbon market assurance programs, state roles in environmental protection, and regulations existing under the current Clean Air Act.</description>

Mr. Doniger believes that climate change is a serious problem that needs to be solved now. He thinks industrial emissions play a major role in this warming. Mr. Taylor believes that the Earth is indeed warming and evidence suggests that industrial emissions are a factor. He thinks the warming, however, is more moderate than has been suggested.       <title>Senate Subcommittee: Background Hearings</title>
      <description>The problem of cleaning up the air was not a new problem when President Bush proposed to renew the Clean Air Act Amendments. Not only had the Congress passed a Clean Air Act in 1970 and further amendments in 1977, but they continued hearings on related topics through the 1980s. The Senate Environmental Joint Subcommittees met to consider the problem of the accelerated rate of depletion of upper atmosphere ozone and to explore the decision by DuPont to phase out its production of Chloroflorocarbons. They explored what the findings meant and the health effects of the findings. The committee members' opening statements focus on the problem of the environment and their dedication to continuing to explore the problem and find out how to best legislate the problem. They also review the current treaties, legislation, scientific findings, and business reactions. The first panel (not included on tape) was a panel of scholars who explained the scientific evidence and health effects of the ozone depletion. The second panel offers a view of how Congress interacts with businesses. The committee members congratulated DuPont for its initiative in reducing ozone depleting chloroflorocarbons and Allied-Signal for its announcement that it would be working to do the same but urged both of them to increase their actions.</description>
