The National Criminal Intelligence Sharing Plan was developed by the Global Justice Information Sharing Advisory Committee as a direct result of recommendations made at the 2002 intelligence sharing summit hosted by the International Association of Chiefs of Police in response to the terrorist attack on September 11, 2001.
