Scientists, doctors, and former players testified on human growth hormone (HGH) testing in the National Football League (NFL), and the science behind human performance drugs and the health risks. They told the committee that HGH testing was reliable and should begin immediately in the NFL. Hall of Fame linebacker Dick Butkus praised the NFL Players Association for agreeing to the testing in 2011, but said "now let's get on with it," referring to the process which had been held up in part by the association's concerns over the method of testing.

Operation Fast and Furious Report

Michael Horowitz testified on the findings in the Department of Justice Inspector General's report on the FBI's "Fast and Furious" operation. He described a series of missteps and failures that led to the use of gun walking during two arms smuggling investigations. He said Attorney General Eric Holder first learned about the tactic from Congress, noting that other Justice Department officials either failed to recognize warning signs or did not share information when they should have.
"Fast and Furious" was a government gun smuggling sting operation run by the Bureau of Alcohol, Tobacco, Firearms and Explosives between 2009 and 2010 with the goal of bringing arms smuggling charges against Mexican drug cartel members. "Gun walking" was an investigative technique in which weapons were allowed to be smuggled across the Mexican border, with the intent of making arrests later.

General Debate on Auditing the Federal Reserve

House members debated a bill that would add congressional powers to be able to order audits of the Federal Reserve. The Federal Reserve has always been removed from federal politics so that it would not influence the economy to manipulate voters. Supporters argued that more visibility, especially with trillions of dollars at stake, is a good thing. Dissenters argued that the auditing power is a slippery slope and could lead to Congress's corrupting influence over the Fed.

U.S. Economic Outlook and Monetary Policy

Federal Reserve Chair Ben Bernanke testified about the Federal Reserve Board's semiannual report on monetary policy. In his remarks he said the U.S. would not slip back into recession, unless the Congress failed to deal with the series of tax increases and spending cuts set to take effect in January. He also expressed opposition to a bill making its way through the House that would allow Congress to review monetary decisions made by the Federal Reserve.

Representatives Kevin Brady (R-TX) and Barney Frank (D-MA) testified on their differing legislative proposals to reform the Federal Reserve System. Representative Brady's version included getting rid of the dual mandate of the Federal Reserve and allowing all 12 regional presidents to have a permanent vote in setting monetary policy, and would have the Federal Reserve monitor prices, specifically with the price of gold. Representative Frank's bill would make Federal Reserve regional bank presidents more diverse and regional banks presidents would have to be confirmed by the Senate and president.

House Debate on Presidential Campaign Funds

The House of Representatives considered a bill to eliminate the Presidential Election Campaign Fund, which is used to provide funding to presidential candidates in primary and general elections. Candidates who choose to accept this public funding cannot spend above a certain limit in each state. Since the Fund's inception in 1973, every presidential candidate, except for President Obama in 2008, has accepted money from the Fund for the general election.
Taxpayers have the option of diverting $3 from their federal income tax payment to the Fund. Representative Gregg Harper of Mississippi proposed this bill in order to use that diverted tax revenue to reduce the deficit. The bill passed the House by a vote of 235-190.

Federal Reserve Chair Ben Bernanke presented to the committee the Federal Reserve Board's semiannual report on monetary policy. In his remarks he said that if the U.S. defaulted on its debt obligations the impact could be similar to the economic crisis experienced at the end of 2008 into 2009. He described steps the Federal Reserve could take in response to continued slow economic growth, and said proposed spending cuts should be structured so that they do not hurt the economy in the short term.
