U.S. Policy Toward Iraq

Secretary Gates and General Pace testified before the House Armed Services Committee about the president's plan to send an additional 21,500 troops to Iraq in an effort to improve security and assist the Iraqi government's efforts to assert control over insurgent forces in the country. They also answered questions about the Iraqi government's willingness and capability to support such a plan. Secretary Gates responded saying he detected a much greater determination from Iraqi Prime Minister Nouri al-Maliki to go after "all lawbreakers" with "no exceptions." He suggested that the prime minister would confront the militias fueling sectarian violence, including insurgents controlled by radical Shiite cleric Moqtada al-Sadr.

House Session

The House debated a non-binding resolution (H. Res. 861) on support for operations in Iraq and efforts to combat international terrorism. It also stated that no time limits should be set for U.S. withdrawal of troops and that the U.S. would prosecute the war on terrorism until victory had been achieved. The resolution was not open for amendment and opponents argued that it was a political ploy by the Republican majority to manipulate emotions of the electorate prior to the 2006 midterm elections.

The hearing was in response to allegations of religious intolerance and excessive religious influence by faculty and staff during the spring of 2004. Representative John McHugh (R-NY), Chairman of the Military Personnel Subcommittee, was unable to attend the hearing due to a prior commitment.
