Veto Override of NIH Appropriations Bill

Members of the House of Representatives debated a motion to override President Bush's veto of H.R. 2507, the National Institutes of Health Revitalization Amendments of 1992. The president had vetoed the bill due to provisions allowing fetal tissues from legal abortions to be used for biomedical research. Supporters of the legislation argued that use of fetal tissue from legal abortions would advance biomedical research and contribute to the cure of disease for all Americans. The House vote fell eighteen votes short of the number needed to override the president's veto of the bill.
