      <title>Climate Change Legislation, Panel 4</title>
      <description>Witnesses in a fourth panel of experts testified on the American Clean Energy Security Act of 2009. The proposed legislation would cut carbon dioxide and other greenhouse gases by 20 percent by 2020 and by 83 percent by mid-century. It further requires that utilities produce one quarter of their electricity from renewable sources by 2025. They focused on carbon market assurance programs, state roles in environmental protection, and regulations existing under the current Clean Air Act.</description>

      <title>Brownfields Redevelopment Conference</title>
      <description>Mr. Kovacs talked about the National Black Chamber of Commerce, which has as its mission 
 the empowerment of African-Americans in the business community. He explained Title VI of 
 the Civil Rights Act of 1964, which guarantees equal distribution of public funds. He 
 also talked about the efforts his group has made to counter environmental pressure groups 
 and the federal Superfund which have made redevelopment of brownfields impossible.</description>
