      <title>National Highway Traffic Safety Administration Oversight</title>
      <description>David Strickland testified on he National Highway Traffic Safety Administrator (NHTSA) handling of Toyota car recalls. The subcommittee also heard from car industry and safety association officials. 
Mr. Strickland in his testimony said a recently released Transportation Department report shows the number of overall traffic fatalities reported at the end of 2009 (33,963) reached its lowest level since 1954. Questions to him focused on NHTSA's handling of Toyota recalls, its past meeting with Toyota officials, and its former officials now working for Toyota.</description>

      <title>Federal Pension Forfeiture Act</title>
      <description>A hearing titled, "Restoring the Public Trust: A Review of the Federal Pension Forfeiture Act," was held on denying federal officials convicted of felony crimes access to retirement plans and funds. Two panels of witnesses testified about federal retirement benefits for public officials convicted of a crime related to public corruption that is punishable by more than one-year imprisonment for an act committed while the individual was employed by the federal government. The legislation would apply to the following crimes:  bribery of public officials and witnesses; government officials illegally seeking outside compensation; officers or employees acting as agents of foreign principals; conspiracy to commit offense or to defraud United States; embezzlement; and making false statements.</description>

      <title>Truck Safety</title>
      <description>Administration officials and industry representatives testified about S. 1501, the Motor Carrier Safety Improvement Act of 1999. Topics included removing unsafe drivers or vehicles from U.S. highways, more intense driver education, improving truck and bus safety, and preventing more railroad grade crossing accidents. Inspector General Mead testified that Mexican trucks crossing the border had a much higher rate of disrepair and that more inspectors are needed at border crossings. Administrator Wykle said the Federal Highway Administration is conducting a study into the causes of all motor carrier accidents and is preparing a new proposal about the 60-year-old rules on hours of driver service. Witnesses supported a separate Highway Traffic Safety Administration. Motor carrier representatives testified in support of the new legislation and made further suggestions about the jurisdictions of various agencies.</description>

      <title>Air Bag Safety</title>
      <description>Committee members heard testimony from federal highway safety officials, automobile industry representatives and consumer advocates concerning ways to reduce the threat of air bags to children and small women. They testified about making less powerful air bags and allowing air bags to be deactivated in the near future, as well as more discretionary air bags in the future.       <title>Air Bag Safety Part 2</title>

The National Highway Safety Traffic Administration recently introduced several new safety requirements for air bags after reports showed they are dangerous to small children and women. The witnesses stressed that air bags are important safety devices, but that they can also be improved and that these actions by the federal government are necessary until the auto industry makes the necessary improvements in air bag technology. The committee heard testimony on the case, which chairman Metzenbaum alleges was settled because of pressure from the powerful General Motors Corporation.</description>
