      <title>Democracy Service Medal Presentation to the Dalai Lama</title>
      <description>The National Endowment for Democracy presented the Dalai Lama with the Democracy Service Medal in recognition of the Tibetan spiritual leader's commitment to advancing the principles of democracy and human dignity. 
The Dalai Lama in his remarks talked about the history of the struggles of the Tibetan people in the past 50 years. He also reviewed how he came to believe in an "open" versus "authoritarian" society - particularly Indian democracy versus Chinese communism. Following his acceptance speech, he responded to questions from audience members.</description>

      <title>Book Discussion on [Another Look at Putin's Soul]</title>
      <description>Andrei Piontkovsky talked about his volume of essays, [Another Look at Putin's Soul], published by Hudson Institute Press. The collection analyzes Russian domestic and foreign policy from 2001-06, especially President Putin's declaratory shift from solidarity with the U.S. after September 11 ("Americans, we are with you") to his comparison of America to "Comrade Wolf"(who) "knows whom to eat"and eats without listening."  He argued that Russia and the West cannot remain divided in the face of serious joint challenges. 
 
 Moderated by Mr. Weitz, the panelists discussed Mr. Piontkovsky's book. Topics included the upcoming G-8 Summit in Russia, the complexity of the U.S.-Russian relationship, Chechnya, political parties, and whether President Putin is an oligarch. The participants also responded to audience members' questions.</description>

 Mr. Gershman moderated the panel, which was part of the American Bar Association's International Rule of Law Symposium.</description>

      <description>The panelists talked about how the Persian Gulf war has brought the possibility and idea of democracy to the forefront. Mr. Dessouki called the war "a culmination of human drama."  The war has galvanized many of the Arab people and states in the region. It also changed the balance of power between and within countries and demonstrated the weaknesses of many of the ruling regimes. These changes have opened the door for democracy. The panelists talked specifically about their own countries of Egypt, Turkey, Algeria, and Kuwait, and the changes toward more democratic systems which are occurring.</description>

      <description>The panelists discussed the transition from communism to democracy in Eastern and Central Europe. Mr. Gershman described the situation as an unfinished revolution. Democratic gains may be more difficult to come by in the immediate future now that the initial gains have been made. He said that dispute the significant gains, the roots of democracy are shallow and the possibility for backslide into an authoritarian situation are very real. Mr. Brzezinski said of the current democratic transformation, "there is not precedent for it. There is no concept and there is no model."  The panelists discussed the actual stages and problematics associated with political and economic change in Eastern and Central Europe.</description>

      <title>Consolidating Democracy in Latin America</title>
      <description>The panelists discussed the dramatic events that have been taking place to bring democracy to Latin America. Despite the attention the end of the Cold War and the Persian Gulf has received, they told the audience that the democratic revolution of the 1980s really began in Latin America. Virtually all of the North Hemisphere has moved, in some measure, to embrace Democratic forms of government and tried to put in place market-oriented economic systems. The next challenge for Latin America is to strengthen and deepen the legitimacy of their new democratic systems. The panelists represented Chile, Brazil, Mexico, and Nicaragua. They gave detailed perspectives from their own country and described how their country related to Latin America in general.</description>
