U.S. Education Policy

Mr. Shanker spoke to the 1991 conference of the American Federation of Teachers on U.S. education policies, including the new America 2000 education initiatives advocated by President Bush. In his speech entitled, "Rebuilding Public Education: America's Foundation for the 21st Century," Mr. Shanker discussed the national education goals produced by the National Education Goals Panel, which he lauded overall but some of which he described as silly. He also discussed statistics relating to the problems of American education, and criticized initiatives to provide public funds for private schools. He supplied evidence to support his argument that private schools do not necessarily perform better in teaching skills to students than public schools. He advocated raising the standards for high school graduation as well as providing alternative vocational training for students who do not choose to attend college.

America 2000 Education Program

Secretary of Education Alexander explained the main points of the Bush administration's America 2000 program for American education to the 1991 annual conference of the American Federation of Teachers. Introduced by President Bush earlier in the year, the American 2000 put forth a number of new initiatives in education, including merit promotions and pay raises for teachers, national skills assessment testing for the nation's schoolchildren, parental choice over their children's schools, federal funding for scholarships to private schools, and a new type of American school. Many of the America 2000 initiatives are contained in the six goals set forth for American education by the National Education Goals Panel, a presidential commission organized to analyze U.S. schools. Secretary Alexander discussed the application of many of the America 2000 initiatives in Colorado, and said America was making progress toward improving its educational system. He responded to questions from the audience on the American educational system following his prepared remarks.

U.S. International Competitiveness

On the second day of hearings on American competitiveness in international trade, the committee heard testimony on the education, training, and performance of the American work force. Witnesses testified on methods of improving American competitiveness through improvements of the American education system, including vocational training programs, and federal education assistance programs. While witnesses generally accepted the premise that improvements in the education of America's work force would aid American competitiveness in foreign markets, methods of attaining improvements in education differed. Rep. Gephardt advocated a tax cut for middle income Americans in order to increase their ability to send their kids to college, and education representatives discussed improvements in curricula and the structure of American schools. Secretary Alexander appeared only briefly, and will reappear before the committee later in the month.
