      <title>Rwanda Genocide Anniversary</title>
      <description>President Kagame reflected on the 1994 genocide in Rwanda. Between April and June of that year, approximately 800,000 people were killed. Governments and international organizations were criticized for failing to intervene. In his speech, President Kagame gave a brief history of Rwanda and discussed the reasons for the genocide. He also talked about recent developments in the country and the precautions that were put in place to prevent another massacre. Following prepared remarks, he responded to questions from the audience.</description>

      <description>Ambassador Wolpe introduced the program saying that, in conjunction with the Africa Program of the Woodrow Wilson Center, this event is part of an international commemoration of the tenth anniversary of the Rwandan genocide. Survivors of genocides, now human rights activists, described their experiences in Germany, Bosnia and Rwanda. Ms. Lorch described covering genocide news stories. The participants answered questions from the audience of students.

The amendment would cut off funding for a spuer conducting super collider being built in Texas for research in nuclear physics, a program estimated to cost approximately eight to ten billion dollars.       <title>Unemployment Benefits Special Orders</title>
      <description>President Bush vetoed S. 1722, the Emergency Unemployment Compensation Act, action that was upheld when the United States Senate failed by two votes to override that veto. The legislation would have extended federal unemployment benefits to the nation's estimated seven million unemployed workers. At the time, President Bush called the bill unnecessary, saying the recession was over and that the legislation would break the federal budget agreement worked out last year by the White House and the Congress. Since then, Democrats and Republicans have been debating the issue of unemployment and how best to help those workers who have exhausted their 26 weeks of federal unemployment assistance and at the same time strengthen the nation's slumping economy. On Wednesday the U.S. States House of Representatives kept the lights of Capitol Hill burning all night long, as members from both sides of the aisle took to the floor of the House to debate these and other economic issues following the end of Wednesday's legislative business. The speeches during the period called Special Orders, which began around 9:30 P.M. Wednesday night, continued until nearly 10:00 A.M. Thursday morning.</description>

      <title>Unemployment Compensation Amendments</title>
      <description>Members of the House of Representatives debated H.R. 210, the rule to provide for the consideration of unemployment compensation amendments, and H.R. 3201, a bill that would provide an extra 20 weeks of unemployment benefits to workers unemployed for longer than the usual 26 weeks of unemployment benefits. The Senate passed an identical bill on August 1. Debate on the $5.8 billion bill was primarily partisan, with Democratic legislators claiming President Bush provided more aid to people in foreign countries than to Americans out of work due to the recession. The length of the extended benefits would be dependent upon the percentage of total unemployment measured state by state. The additional unemployment funds would be paid from an $8 billion federal trust fund. The bill was accompanied by a request for a declaration of emergency, which would have to be signed to put the bill into effect as per the 1990 budget act due to the deficit extending nature of the bill. The bill passed the House in a vote of 375 to 45.</description>

The Zimmer amendment that instructs the National Academy of Sciences to report to Congress on whether space station research goals could be met through use of other existing or proposed space vehicles and platforms, was agreed upon, as were the Solomon amendments, requiring drug testing of random officers and employees of NASA. The House passed H.J. Res. 109, designating the week beginning May 12 as "Emergency Medical Services Week."  Other commemorative periods approved by the House included Physical Fitness and Sports Month, Infant Mortality and Awareness Day, and Senior Nutrition Week.</description>

      <title>U.S. Economic Sanctions Against South Africa</title>
      <description>The subcommittee heard testimony on whether the U.S. should continue economic sanctions against South Africa. Economic sanctions were originally enacted against South Africa in protest of their strict apartheid laws, which prevented blacks from voting or running for office and mandated strict segregationist policies on public transportation, and schools. Apartheid laws also prohibit blacks from owning land and placed blacks into separate homelands apart from the white citizenry. Recently, the government of South Africa, headed by President F.W. de Klerk, began easing apartheid laws with the intention of eventually removing them altogether. The South African government is negotiating with the African National Congress, the largest black political organization in Africa, to create a new constitution granting full political rights to all black citizens. However, the A.N.C. has given the government until May 9 to quell the political violence occurring between blacks in the black townships or it will break off negotiations on the new constitution. The Bush administration has stated that the remaining obstacle to the removal of sanctions is the legal return of exiles to South Africa; however, concern has been raised that the South African government has not made sufficient advances to justify the removal of sanctions. Witnesses testified on the efficacy of sanctions on the South African government.</description>

The House also disagreed to the Senate amendments to H.R. 1281, making dire emergency appropriations for the consequences of Operation Desert Shield/Desert Storm, food stamps, unemployment compensation administration, veterans compensation and pensions, and other urgent needs for the 1991 fiscal year.</description>

      <title>Fiscal Year 1992 Security Assistance</title>
      <description>The committee heard testimony from Secretary of Defense Dick Cheney on necessary changes in the Department of Defense due to changes in the world political order, including the end of the Cold War. The hearing was one in a series on the fiscal year 1992 foreign assistance program. Sec. Cheney said the Department of Defense had been working for several months on an alternative military strategy for the post-Cold War world. The new strategy includes a focus on preparations for regional conflicts and maintenance of a military presence in potentially explosive regional areas during peacetime. The new strategy concentrates military force in ballistic missile defense and mobile rapid deployment ground force capabilities. Sec. Cheney went on to discuss the recent changes in the global balance of power that justify the changes in U.S. military strategy. In questioning, Sec. Cheney said he expected the U.S. to continue and in some cases increase sales of high technology conventional weapons to U.S. allies in the Middle East. The sales of these weapons would allow U.S. allies to defend themselves from attack until the U.S. was able to support them militarily. Sec. Cheney said his desire for arms control extended only to unconventional weapons such as ballistic missiles and chemical, biological, and nuclear weapons. Earlier in the day, the Senate passed a bill paying $15 billion for the U.S. role in the Persian Gulf war, with an amendment that forbade arms sales to any nation that failed to live up to its promise of funding for the Persian Gulf war.</description>

The House passed H.R. 1175, to authorize supplemental appropriations for fiscal year 1991 in connection with operations in and around the Persian Gulf presently known as Operation Desert Shield/Storm. The Cox(R-CA) motion to recommit the bill to the Committee on Armed Services with instructions expressing the sense of Congress concerning the ballistic missile defenses of the United States was rejected. The Bonior (D-MI) amendment that expresses the sense of Congress that the United States Army Corps of Engineers recommend American contractors to the Kuwaiti government for reconstruction contracts was agreed to, as was the Traficant (D-OH) amendment that expresses the sense of Congress that American citizens be employed by any United States firm that receives contracts under the bill. The Washington (D-TX) amendment to require the Administration, to assure that a preference is given to employment of veterans in the Gulf conflict in contracts awarded in the rebuilding of Kuwait, was also agreed to. The Bryant (D-TX) amendment that withholds payments for foreign workers who are employed by their own government and work under contract at Defense Department installations overseas if the foreign nation has not paid in full its pledges to Operation Desert Storm, and the McCloskey (D-IN) amendment that excludes installations that have been part of increases in workload from Operation Desert Storm, were both agreed to. The Panetta (D-CA) amendment to strike the designation of the military personnel and veterans benefits in the bill as emergency spending, and instead subject those provisions to the pay-as-you-go provisions on discretionary spending was rejected, as was the Michel (R-IL) amendment to reaffirm that spending under the bill was in accordance with the 1990 Omnibus Budget Reconciliation Act. The House agreed to H.Res. 112, the Rule to consider S.419, by a voice vote. The House later agreed to take S. 419 from the Speaker's table, strike out all after the enacting clause, and insert the provisions contained in the report on the rule.</description>
