      <title>Congressional Bipartisanship</title>
      <description>Former Representatives John Porter (R-IL) and David Skaggs (D-CO) talked about their roles as co-founders of a group of more than 130 former members of Congress, and they responded to telephone calls and electronic communications. Their group recently sent a letter to all congressional candidates that said in part, "Congress appears gripped by zero-sum game partisanship. The goal often seems to be more to devastate the other side (the enemy, no longer the honorable adversary) than to find common ground to solve problems, much less to have a spirited but civil debate about how to do so."

      <description>Beginning at about 1:05 p.m., members completed the final hour of debate on a resolution sponsored by Rep. Campbell. The resolution calls on the president to withdraw U.S. troops from Bosnia under the terms of the War Powers Act since no declaration of war exists and the sixty-day deployment period has long since passed. Members defeated the measure by a 225 to 193 vote.</description>

      <title>CIA Drug Trafficking Allegations</title>
      <description>Committee members heard testimony concerning allegations that the
 Central Intelligence Agency facilitated the introduction and spread
 of crack cocaine in U.S. urban areas in order to fund Contra
 activities in Nicaragua. Representative Millender-McDonald
 testified that the report by the CIA Inspector-General was incorrect
 and that the committee must pursue its own investigation of the
 matter to uncover those responsible for this activity.
 Inspector-General Hitz outlined his office's report which finds no
 evidence of any links between the CIA and drug traffickers in Central
 America.</description>
