      <description>In an unusual action, Speaker Foley made a strongly worded one-minute speech at the opening of the session to condemn the Irish Republican Army terrorist killing of Conservative British House of Commons member Ian Gow. The House passed H.R. 1180 to amend and extend laws concerning housing, community and neighborhood development and preservation, and related programs after rejecting to the Dannenmeyer amendment. The Dannenmeyer amendment sought to limit the budget authority for programs and activities to 4.8 percent more than the previous year's. The House passed S. 566, a similar Senate-passed bill and subsequently substituted the language of H.R. 1180. The House agreed to H. Res. 444, the rule for consideration of H.R. 3950, the Food and Agricultural Resources Act. The House rejected the Madigan motion to recommit H.R. 3950 to the Committee on Agriculture by a division vote. The House agreed to the Conte and Stenholm amendments. The Conte amendment, as amended by the Huckaby substitute, set payment limits on certain payments. The Stenholm amendment, as amended by the DeFazio substitute, established national standards for foods labeled "organic" and prescribed stricter processing, handling and testing standards of such foods. The House rejected the Conte and Frenzel en bloc amendments. The Conte amendment to the Huckaby substitute concerning payments made to corporations. The Frenzel en bloc amendments sought to limit the scope of the bill and to limit direct spending above the "baseline" level.</description>

The House agreed to the Gejdenson amendment by a voice vote. The amendment establishes responsibilities for the USDA and AID and creates a food donation program on a government-to-government basis. The House agreed to the Glickman amendment to the Gejdenson amendment. The amendment prohibits credit guarantees to countries with a pattern of human rights violations, acquiring chemical weapons or supporting international terrorism unless the President certifies that there have been improvements in these areas or it is in the national interest of the United States. The House agreed to the Bereuter amendment to the Gejdenson amendment which authorized the Secretary of Agriculture to waive restrictions on credit guarantees if American farmers' interests are threatened by the Glickman amendment. The House rejected the Conte amendment to either reduce honey price support loan rate or eliminate the honey program after 1990.</description>
