That refers to the allegations that the 1980 Ronald Reagan Campaign made a deal with the Iranian government to delay the release of the 52 American hostages that were being held at the U.S. embassy in Tehran until after Mr. Reagan's January, 1991 inauguration. Recently, the House leadership agreed to set up a task force to look into those allegations. The hearing focused on the mechanics of setting up a group that will investigate the allegations.</description>

      <title>Unemployment Compensation Amendments</title>
      <description>Members of the House of Representatives debated H.R. 210, the rule to provide for the consideration of unemployment compensation amendments, and H.R. 3201, a bill that would provide an extra 20 weeks of unemployment benefits to workers unemployed for longer than the usual 26 weeks of unemployment benefits. The Senate passed an identical bill on August 1. Debate on the $5.8 billion bill was primarily partisan, with Democratic legislators claiming President Bush provided more aid to people in foreign countries than to Americans out of work due to the recession. The length of the extended benefits would be dependent upon the percentage of total unemployment measured state by state. The additional unemployment funds would be paid from an $8 billion federal trust fund. The bill was accompanied by a request for a declaration of emergency, which would have to be signed to put the bill into effect as per the 1990 budget act due to the deficit extending nature of the bill. The bill passed the House in a vote of 375 to 45.</description>

      <title>Rule for China Most Favored Nation Debate</title>
      <description>The Rules committee heard testimony on bills and amendments relating to the extension of most favored nation trade status for China. The extension would allow the resumption of normalized trade relations with China, broken off after the military crackdown on dissent by the Beijing government in 1989. The Bush administration favors the resumption of normalized trade relations with China, saying continuing high tariffs on Chinese goods would harm the private sector of manufacturers in China and would harm U.S.-Chinese relations. Opponents of the extension claim such an extension would appear to condone the brutal military crackdown, and want at a minimum conditions set on the extension of most favored nation trade status for China that would require improvements in China's human rights record before further extensions would be granted. The committee heard testimony on a bill introduced by Rep. Solomon that would prevent the extension of MFN status to China in 1991, a bill introduced by Rep. Pelosi that would set conditions on further extensions of China's MFN status after 1992, and a resolution from Rep. Solarz requesting China not continue policies against U.S. interests.</description>

The House concluded all general debate on H.R. 2699, making appropriations for the government of the District of Columbia for FY 92, but came to no resolution thereon. The House voted to suspend the rules and pass H.R. 2332, to amend the Immigration Act of 1990 to extend for 4 months the application deadline for special temporary protected status for Salvadorans. The House also voted to suspend the rules and pass H.R. 2280, to extend and improve veterans' health care programs.</description>

The Miller (R-WA) amendment regarding conditions for aid to Jordan was also agreed to. The Kasich (R-OH) amendment that expresses the sense of Congress regarding the relationship of the President to the United Nations Security Council was agreed to, as was the Kleczka (D-WI) amendment that strikes wording regarding the Kosovo province in Yugoslavia. The Kolter (D-PA) amendment regarding civil unrest in Yugoslavia was agreed to, as well as the Kyl (R-AZ) amendment regarding Soviet human rights policies. The McCollum (R-FL) amendment that prohibits aid to the Soviet Union unless the Soviets terminate all military assistance to Cuba was agreed to. The McCollum (R-FL) amendment to permit the President to waive state government requirements for construction, was rejected, as was the Bryant (D-TX) amendment withhold money earmarked for Israel. The Johnston (D-FL) amendment regarding foreign assistance to the Soviet Union was rejected, as was the Burton (R-IN) amendment to terminate aid to India without cooperation from the President. The House passed H.R. 2621, making appropriations  for foreign operations for FY 92. The five other Roybal amendments, concerning various expenditures necessary for repairs and salaries, were also agreed to with a point of order sustained against similar provisions. The Wolf (R-VA) amendment regarding work and family programs was agreed to, as was the Conyers (D-MI) amendment to strike language that does not permit the use of funds to implement the Chief Financial Officers Act. H.Res. 176, the Rule waiving certain points of order was agreed to in accordance with a motion of the previous question.</description>

      <description>The committee heard testimony for the second day on H.R. 1, the Civil Rights Act of 1991. H.R. 1, introduced to the House and supported by the Democrats, would overturn several Supreme Court decisions that made it harder for women, minorities, and the handicapped to recover for damages in cases of discrimination. President Bush had previously made it clear that he would veto any civil rights bill containing language concerning quotas. House debate on the bill was scheduled for the following week. The committee sought to determine a rule concerning the debate on the bill in the House. The committee voted to place a "king of the hill" rule on the bill, a rule under which the last version of the bill to be passed by the House will be the final version of the bill.</description>

It also rejected the Staggers amendment that sought to require the Department of Justice to establish a toll free number for dealers of firearms to call for a background check on prospective buyers of handguns, provided that, if after 24 hours, that information cannot be obtained, then the sale may be completed.</description>

      <title>Rule for H.R. 7: Gun Control Legislation</title>
      <description>The House Rules committee heard testimony on rules concerning the debate of gun control measures in the House of Representatives. Two gun control bills are scheduled to be debated by the House on May 8: H.R. 7, the "Brady bill," and an alternative gun control measure proposed by Rep. Staggers of West Virginia. The "Brady bill" would mandate a seven day waiting period for the purchase of a handgun, during which time the police would be able to conduct a background search on potential purchasers for evidence of criminal behavior or mental instability. The police would be able to block the sale of the weapon during the seven day waiting period. Under the alternative proposal, known as the "Staggers amendment," a computer network would be established that would provide a point of sale check to see if the purchaser was on a list of people barred by Federal law from purchasing a handgun. Witnesses testified to the advantages and disadvantages of each amendment's gun control measures. Gun control proponents, including former president Ronald Reagan and his former press secretary for whom the bill is named, James Brady, endorse the "Brady bill" on the grounds that the mandatory delay would prevent many impulsive gun purchases. They also believe the national computer network of the Staggers amendment would be impractical. The National Rifle Association and other opponents of gun control support the Staggers amendment because it requires a background check whereas the Brady bill does not. The committee voted to allow the Staggers amendment to be substituted for the Brady bill for consideration by the House of Representatives on Wednesday. Passage of the Staggers amendment would effectively eliminate the Brady bill from passage by the House during the current congressional session.</description>
