House Speaker John Boehner (R-OH) and Representative *Dan Lipinski (D-IL) spoke by pre-recorded video. Tributes to Nellie Gray, the founder of March for Life who died in August 2012, included a four-minute video and a prayer intoned by orthodox bishops. The National Anthem	was performed by Sounds of Liberty from Liberty University.</description>

      <description>The House Rules Committee met to set guidelines for the floor debate on H.R. 152, the Disaster Relief Appropriations Act, 2013, a bill making supplemental appropriations for the fiscal year ending September 30, 2013, and for other purposes. 
The Senate had passed the $60 billion Hurricane Sandy relief funding requested by President Obama before the end of the 112th Congress. House Appropriations Committee Chairman Harold Rogers (R-KY) proposed $17 billion in Hurricane Sandy relief funding and House Republicans proposed a number of amendments, including those that would require billions of dollars in aid to be offset by spending cuts.</description>

The House observed a moment of silence in remembrance of the victims of Hurricane Sandy.

      <title>Human Rights Abuses in China</title>
      <description>Witnesses testified at an emergency hearing on recent developments concerning Chinese blind dissident Chen Guangcheng, who escaped from his 19 month house arrest to the U.S. Embassy in China. They also talked about his legal advocacy work in China and human rights abuses in the country. During the hearing Chen Guangcheng spoke by telephone, through an interpreter, to the hearing and requested a meeting with Secretary of State Hillary Rodham Clinton.
After escape from home confinement, Chen met with the U.S. ambassador and administration officials at the American Embassy in Beijing and received medical treatment. After staying at the embassy for six days, U.S. and Chinese officials agreed to let him live safely in China with his family. Hours after Chen left the U.S. Embassy for a hospital checkup, he informed the U.S. that he and his family felt threatened and wanted to go abroad.</description>
