      <title>CIA Director Nomination Hearing</title>
      <description>The Senate Select Committee on Intelligence held a hearing on the nomination of John Brennan to become director of the Central Intelligence Agency (CIA). Senator Mark Warner (D-VA) introduced Deputy National Security Adviser for Homeland Security and Counterterrorism Brennan, who had served in the CIA for 25 years. Mr. Brennan defended anti-terrorist attacks by unmanned drones and said lethal strikes were only used as a last resort. He also said that he was not certain the use of water-boarding in interrogations had produced valuable information. Other topics addressed included security leaks and counter-terrorism efforts against al-Qaeda 
Committee Chair Feinstein stopped the hearing for a few minutes to clear the room after several outbursts from protesters delayed the hearing. Members of the public wishing to return to the hearing had to be screened by Capitol Police.</description>

Regarding Afghanistan, he said the turnover of U.S. operations in that country was on target to happen in Spring 2013. He was introduced by Massachusetts Senator Elizabeth Warren, Secretary of State Clinton, and Senator John McCain.</description>

The witnesses argued in favor in favor of the U.S. signing the agreement for reasons that included national security, job creation, oil exploration, and countering China's influence in Asia. Senators who argued against the treaty cited loss of sovereignty, imposition of an international tax, and the allowance of foreign nations to regulate U.S. energy emissions as the basis for their disapproval. Secretary Clinton in her opening statement said that opposition to the treaty is based on "ideology and mythology."</description>

Much of the hearing focused on the Menendez-Kirk Amendment, which bans foreign financial institutions that work with the Central Bank of Iran from working with the U.S. financial market. The Obama administration does not support the amendment, arguing that the amendment will, in effect cause, more harm than good, jeopardizing U.S. partnerships with the international community and the current multilateral coalition against Iran. Undersecretary Wendy Sherman said that the unintended consequence of the amendment could be to raise oil prices and bring in more oil revenue into Iran, furthering the funding of Iran's nuclear weapon aspirations.</description>

      <title>U.S. Military Action in Libya</title>
      <description>Harold Koh testified that the War Powers Act of 1973 did not apply to U.S. involvement in Libya and that President Obama did not need congressional authority for continued support of the NATO mission to protect the Libyan opposition forces. Several committee members strongly disagreed, including Ranking Member Dick Lugar (R-IN) who called the move a "fundamental failure of leadership" and one that lacked constitutional discipline.
