      <description>The duBois Institute hosted a conference marking the 100th anniversary of the [Plessy v. Ferguson] U.S. Supreme Court decision which was argued in April 1896. The case dealt with the constitutionality of a Louisiana law which required railroads to provide equal but separate accommodations for whites and blacks. The "separate but equal" ruling governed discrimination cases until the 1954 [Brown v. Board of Education] decision. In this session, panelists from a variety of disciplines discussed the current ramifications of [Plessy v. Ferguson].</description>

      <description>At a press briefing this afternoon, Special Advisor to the President William Gray discussed and took questions on the establishment of safe havens in several Caribbean area states for refugees fleeing Haiti. The first of these safe havens will be established in Panama, initially at U.S. Defense Department facilities and later at a new camp run by UNHCR and the government of Panama. Haitian asylum seekers needing protection will be allowed to stay. Gray indicated that Haitians determined to be refugees at our three in-country refugee processing sites in Haiti will continue to be brought to the United States. The U.S. Coast Guard and U.S. Navy will continue to rescue boat people at sea and will those needing protection the opportunity to obtain it in the safe haven camps.</description>

Mr. Gray discussed the current refugee situation, and U.S. efforts to seek cooperation from Carribean nations to process Haitians. The White House confirmed today the the U.S. military base in Guantanamo Bay, Cuba has been opened to handle the overflow of Hatians seeking refugee status. Earlier in the week, nearly 1,500 Haitians were picked up by U.S. ships, the second highest one day total, since the military coup in 1991.</description>

      <description>A group of House Democrats held a news conference to announce the election of Rep. David Bonior of Michigan to the position of House Majority Whip. Rep. Bonior was chief deputy whip for four years, and will replace Rep. William Gray who resigned his House position to become president of the United Negro College Fund. He beat Rep. Steny Hoyer for the position in a vote of 160-109, taken by the Democratic caucus. In accepting the position, Rep. Bonior assailed the Bush administration for failing to deal in a meaningful way with the effects of the recession and a lack of policies on health care, unemployment and U.S. children. Rep. O'Neill, Speaker of the House, said the party was stronger for the experience of the contested race for majority whip. Rep. Bonior responded to questions on his election to the position.</description>

      <title>The 102nd Congress: Democratic Perspective</title>
      <description>Rep. Gray, who previously had announced his retirement from Congress to assume the presidency of the United Negro College Fund effective September 1, 1991, spoke at the National Grocer Association's annual convention in Washington, DC. Rep. Gray said his reasons for retiring from Congress, when many observers believed he might have been named Speaker of the House someday, included his family's close involvement with historically black colleges.       <title>United Negro College Fund President-Elect</title>
      <description>Rep. Gray announced his intention to resign his seat in the House of Representatives to become the president of the United Negro College Fund beginning September 1, 1991, at a news conference sponsored by the United Negro College Fund. The Fund was started in 1944 to raise money for 41 historically black private colleges; it is now conducting a $250 million fund-raising campaign for the 41 colleges which enroll a total of 50,000 students. Rep. Gray resigned after 12 years in Congress, during which time he had been the first black to chair the Budget Committee, the first black to chair the Democratic Caucus, and the first black majority whip in Congress. He indicated no regret for having resigned before possibly becoming the first black speaker of the House of Representatives. He said the reason for his resignation was to provide a more direct contribution to the public good while spending more time with his family.</description>

The House passed H.Res. 174, the Rule to consider H.R. 2608. The House passed H.R. 2608, making appropriations for the Departments of Commerce, Justice, State, and other agencies for FY 92. The Burton (R-IN) amendment to recommit the bill to the Appropriations Committee with instructions was rejected. The Smith (D-IA) amendment that adds $1 million for a grant for the construction of the Seafood Consumer Center, and the Smith (D-IA) amendment to restore $2,218,000 for salaries and expenses for administration of the economic development assistance programs of the Economic Development Administration, were both adopted. The Armey (R-TX) amendment to reduce by 8.16 per cent all amounts appropriated that are not required to be appropriated by a provision of law, was accepted. The Penny (D-MN) amendment, to strike funding a memorial to Christopher Columbus was offered and withdrawn. The House continued consideration of H.R. 2508, to amend the Foreign Assistance Act of 1961. The Lagomarsino (D-CA) amendment as amended by the Kostmayer (D-PA) amendment that requires a prerequisite to receiving United States aid, a presidential certification that India has not developed any new nuclear explosive devices, was agreed to, as was the Fascell (D-FL) amendment en bloc regarding various military operations involving NATO and chemical weapons.</description>

      <title>The 1991 Civil Rights Act</title>
      <description>The National Rainbow Coalition, in coordination with the Citizen Education Fund, held a conference in Washington entitled "Empowerment '92: A Call to Action."  The conference sponsored a forum on the Civil Rights Act of 1991, which had been passed the previous day by the House of Representatives in a vote of 273-158, short of the two-thirds majority needed to override a presidential veto. Issues addressed by participants in the discussion included issues involved in H.R. 1, the Civil Rights and Women's Equity in Employment Act of 1991, such as quotas in minority hiring, race-norming, and limitations on recoverable damages in employment discrimination lawsuits. President Bush has promised to veto H.R. 1 on the grounds it mandates quotas in the hiring of minorities, despite language in the bill specifically prohibiting quotas.</description>

      <description>Democratic representatives held a press conference in the U.S. Capitol following the House vote on H.R. 1, the Civil Rights and Women's Equity in Employment Act of 1991. The bill was passed on a vote of 273-158, seventeen votes short of the two-thirds majority necessary to override a presidential veto. President Bush has promised to veto civil rights legislation mandating quotas in minority hiring, and has claimed H.R. 1 contains such quotas. The Democratic leaders were pleased at the passage of the bill, congratulated the members responsible for the bill's passage, and expressed optimism that a civil rights bill worked out in committee and passed by both houses of Congress would receive the signature of the president.</description>

Res. 121, revising the congressional budget for the United States for fiscal year 1991 and setting forth the congressional budget for the next five fiscal years. The House agreed to the conference report of H.R. 2251, making dire emergency appropriations from contributions of foreign governments for victims of the Persian Gulf war. The House agreed to the Senate amendments in H.R. 232, with respect to veterans' programs. A message from the President was read wherein he transmitted proposed legislation entitled "America 2000 Excellence in Education Act" to the Committee on Education and Labor.</description>
