Witnesses also said they were cooperating with federal investigators and regulators to find out what led to the collapse and where customers' missing funds had gone.</description>

The hearing arose because of an FHA report to Congress on its current budget situation, which revealed that if the housing market continues to worsen, the agency is at risk of needing federal help. Secretary Donovan in his testimony that the FHA is not in need of a bailout thus far. He added that the reserve fund is being monitored closely, risks are being assessed, and steps are being taken to protect taxpayers.</description>
