      <description>An 11-judge panel at the Ninth Circuit Court of Appeals heard oral argument Tuesday on whether the state of Washington can ban felons and ex-felons from voting. This was the second time the Court is hearing the case. Earlier in the year, a Ninth Circuit three-judge panel overturned Washington's felon disenfranchisement law because it disproportionately affected minorities.</description>

      <description>This case deals with the constitutional rights of prisoners. In particular, a prisoner diagnosed with HIV at Vacaville state prison was isolated in the infirmary. The issue is whether his constitutional rights were violated and whether he received adequate medical care. Mr. Rand is the inmate and Mr. Rowland in one of nine prison officials who are defendants in the case.</description>
