      <description>Federal Reserve Chair Ben Bernanke testified in a hearing on the Humphrey-Hawkins Semiannual Monetary Policy Report, current economic conditions, and the outlook for the financial sector and the broader economy. In his remarks he said while the economy is showing "tentative signs of stabilization," the central bank intended to maintain a "highly accommodative" monetary policy for "an extended period."  He defended the central bank's actions to restore financial stability, urged lawmakers to lay plans for reining in the deficit, and warned Congress against impinging on the Federal Reserve's independence. He also answered questions about proposals to reorient some regulatory powers of the bank.</description>

      <title>House Debate on Home Mortgage Restructuring</title>
      <description>This section featured a floor debate on an amendment offered by Rep. Lofgren, entitled H.AMDT.24, for HR 1106, the Helping Families Save Their Homes Act. The House passed both HR 1106 by a vote of 234-191 and H. AMDT.24 by a vote of 263-164 on March 5th, 2009.
 
 The Amendment required homeowners to spend at least 30 days trying to modify a mortgage using the mechanisms provided by HR 1106 before filing for bankruptcy.</description>

      <title>Use of Federal Funds by Financial Institutions, Part 3</title>
      <description>The chief executive officers of financial institutions testified about how they used the first installment of funds from the Troubled Assets Relief Program (TARP). They also spoke about administration and operation of their firms, future reform of business practices, executive compensation issues, and future disclosure and transparency in financial operations. During questioning several members asked pointed questions about the executives' personal compensation, use of taxpayer funds to boost lending rates, their commitment to cooperation with the government, and the degree to which public anger had motivated efforts to reform their business practices.
 
 This portion of the hearing is the third and final part. It begins following a break in proceedings during the afternoon and contains the conclusion of questions for the panel.</description>

      <description>In the second of two parts of a hearing on the $50 billion investment scam allegedly engineered by Bernard L. Madoff, Security and Exchange Commission (SEC) officials focused on possible regulatory failures and the need to rewrite the laws governing the U.S. financial markets. Among the issues they addressed were past failures to recognize or properly evaluate warnings about the Ponzi scheme, as well as inadequate enforcement by the agency.

Madoff, Harry Markopolos, an independent financial fraud investigator, asserted that since 2000 he repeatedly submitted warnings to the SEC about Mr. Madoff that were ignored. 
 
 Following Mr. Markopolos' testimony, prepared statements by a second panel with Securities and Exchange Commission officials focused on possible regulatory failures that allowed the Ponzi scheme to continue, and the need to rewrite the laws governing the U.S. financial markets. 
 
 The second panel continued with questions from committee members on the second part of the hearing (283836-4).</description>
