      <description>Generations United, a coalition of over 120 groups interested in increasing access to health care for all ages of Americans, sponsored a conference entitled, "Beyond Medicaid: Building a Health Care System for All Ages," to examine the current system of health care in the U.S. In the forum, "Articulating a Vision for the Future," panel members attempted to determine alternatives that would allow greater numbers of Americans access to health care. The panel focused on possible improvements to Medicaid, the social health program that filled in the gaps between voluntary employer based health insurance programs.</description>

      <title>Social Security Retirement Test</title>
      <description>The subcommittee heard testimony on Social Security earnings limitations. Currently, seniors earning an income of a particular amount must forfeit part or all of their Social Security earnings. Witnesses testified on whether the earnings test should be less severe, allowing seniors to earn a greater income before forfeiting part of their income from Social Security, or whether the earnings test should be eliminated from the Social Security program altogether. Currently, seniors aged 65-69 may earn up to $9,700 annually without having benefits withheld. Rep. Bunning claimed almost two-thirds of the House of Representatives have signed on as co-sponsors to legislation lessening or repealing the earnings test from the Social Security program. He also claimed 700,000 additional senior citizens would enter the work force were the earnings test eliminated.</description>

      <title>Older Americans Act Reauthorization</title>
      <description>The committee heard testimony on the 1965 Older Americans Act, which is scheduled to be considered for reauthorization this year. The Older Americans Act covered a range of social programs for senior Americans, including health programs, transportation, nutrition programs, and legal assistance. Witnesses stressed the importance of the reauthorization of the Older Americans Act, which helps to maintain the independence of senior citizens. Dr. Flemming suggested that the U.S. commissioner on aging should be promoted to assistant secretary status, overseeing the administration of programs for older Americans. He also advocated legislation that would provide penalties for states which fail to enact programs stated in the Older Americans Act. Other witnesses questioned the effectiveness of the legislation to care for aged persons in need, and questioned the assembling of several different social programs into one act, when concerns may be addressed in a more efficient fashion in other social programs.</description>

      <description>Previous hearings concerning S. 533, which would raise the Veterans' Administration to Cabinet level, suggest there is little to be gained from elevating the VA. However, this has not slowed the bill. In this hearing John Glenn (D-OH) agrees not to jeopardize the bill by attaching a controversial judicial review amendment that he and other senators favor. Veterans' organizations argue that Glenn's proposal would create an overwhelming amount of litigation and destroy a close working arrangement veterans now have with the VA.</description>
