      <title>Domestic Programs Budget Cuts</title>
      <description>Isabel Sawhill and James Capretta debated the merits of cutting domestic programs in order to save money and help the economy. They also addressed sequestration budget cuts and the"fiscal cliff," and responded to telephone calls and electronic communications.
"Fiscal cliff" referred to the impending tax increases and sequestration budget cuts at the end of 2012 if Congress failed to reach a new budget agreement. "Sequestration," a legal procedure in which automatic budget cuts are triggered, was agreed to in the Budget Control Act of 2011.</description>

      <description>The Medicare Advantage program is an alternative to the FIFA insurance program, offered by private companies, and about 1 of every 4 Medicare recipients take part in the program. The program is more expensive because of subsidies provided by the government and has come under a lot of fire while lawmakers are looking for areas to cut in Medicare. Panelists discussed ways to decrease costs and protect the program.</description>

      <description>The co-authors of [Why Obamacare Is Wrong for America] presented their criticisms of the recently passed national health care legislation. The panelists argued that the new health care plan would restrict coverage, raise insurance costs, and increase the deficit. The panelists, Thomas Miller, Robert Moffit, Grace-Marie Turner, and James Capretta, also responded to questions from members of the audience. Mr. Kristol made opening remarks about the state of health care legislation.
