      <title>Defense Spending and National Security</title>
      <description>Robert Hale gave the keynote address at a Brookings Institution forum on the potential effects of Defense Department sequestration budget cuts on national security, including the possibility of lost jobs and decreased military readiness. He talked about how the national debt has also impacted the nation's security. He outlined three goals to accommodate funding decreases: strategy, more efficient use of funds, and more stability in budget size and process. He responded to questions from members of the audience. Following Mr.Hale, panelists talked about topics including cybersecurity, U.S.-China relations, and European allies, before answering questions from audience members. 
"Sequestration," a legal procedure in which automatic budget cuts are triggered, was agreed to in the Budget Control Act of 2011. The cuts had been delayed until March 2013.</description>

      <title>U.S. Strategy in Iraq</title>
      <description>A panel discussion was moderated by Rand Beers among the authors of three recent reports about possible post-surge U.S. strategies in Iraq. After their presentations the participants responded to audience members' questions.
 
 Brian Katulis and Lawrence Korb presented "Strategic Reset," a report from The Center for American Progress. They urged the United States to look beyond the situation in Iraq in order to counter the threat from global terrorist groups and ensure stability throughout the Middle East and Gulf region by developing a new overall Middle East strategy.
 
 Shawn Brimley and Michele Flournoy presented "Phased Transition," a report from The Center for New American Security. They identified specific steps the Bush administration can take to secure America's enduring interests in Iraq with no al Qaeda safe havens, no regional war, and no genocide. They also suggested plans for subsequent phases while also preparing for the worst.
 
 Michael O'Hanlon and Carlos Pascual presented "The Case for Soft Partition in Iraq," a report from the Brookings Institution. They suggested that the Iraqis, with the assistance of the international community, divide their country into three main regions which would each assume primary responsibility for its own security and governance.</description>

      <title>Partition of Iraq</title>
      <description>Michael O'Hanlon and Edward Joseph talked about their newly released Saban Center policy paper, "The Case for Soft Partition in Iraq," which presents an alternative plan for stabilizing Iraq. They said their ideas were built on the ideas of Senator Joseph Biden and would be somewhat like the partition of Bosnia. The insistence on keeping centralized authority is helping propel the current sectarian violence. For instance, Sunnis believe that the government is inherently biased against them. Soft partition would retain the integrity of Iraq, while having separate areas for Shi'a, Sunnis, and Kurds. Unfortunately the plan would involve substantial population movements because Iraq is very "mixed." After their presentation they responded to audience members' questions.</description>

      <description>The Brookings Institution, in conjunction with The Help Group of Los Angeles and others, held a conference to examine policy proposals for expanding the availability and affordability of early intervention for autism spectrum disorders.
 
 Dr. Firestone moderated the second panel of the conference, which was titled "The Promise of Modern Treatment Methods."  Using charts and graphs, the panelists discussed the treatment of autism, effects on development levels, and research results. Dr. Greenspan also presented a video.
 
 Then, a panel discussion was held titled "What's Wrong with Current National Policy and How to Fix it."  Using charts and graphs, the panelists discussed treatment of autism, developmental differences, prevalence of diagnosis, and current practices. Mr. O'Hanlon moderated the panel.</description>
