U.S. Strategy in Afghanistan

Obama administration officials testified about the president's plan to raise troop levels in Afghanistan as part of a revised strategy to disengage forces beginning in July 2011. Secretary Gates said in his testimony that the start of any withdrawal would be based on a review to be conducted in December 2010, and probably would occur district by district or province by province, as Afghan forces are ready to take over. Members also questioned witnesses on the wisdom of setting deadlines, the ability of the Afghan government to stand up military and civilian security institutions, and the placement of additional U.S. troops in Afghanistan.

U.S. Attorney Hiring and Dismissals

The House Judiciary Committee held a hearing on the investigation into the firing of the U.S. Attorneys in 2006. Glenn Fine, the Department of Justice Inspector General, in his testimony summarized the findings of a report conducted by his office. Findings of the report included that the process used to remove attorneys was flawed, there are gaps in the investigation because of the refusal of key witnesses to testify, and the evidence used in the report does not establish a violation. As a result of the gaps in testimony, Mr. Fine said the evidence was incomplete and recommended further investigation.

Much of the questioning from committee members focused on his book [What Happened: Inside the Bush White House and Washington's Culture of Deception] and his criticism of the president and his most senior aides on a wide range of topics, from the handling of pre-war intelligence to the response to Hurricane Katrina. In his testimony Mr. McClellan also said the White House had "sought to avoid public accountability and scrutiny" about the leaking of a CIA agent's name and "overstated and over-packaged" intelligence related to the Iraq war. In sometime contentious exchanges, he also spoke about his decision to publicly criticize the Bush administration.

Democratic Rules & Bylaws Committee Meeting

The Democratic National Committee Rules and Bylaws Committee considered two separate challenges concerning the seating of delegations from Florida and Michigan at the national convention in Denver.

Formal presentations were heard from the challengers and representatives of the Florida and Michigan state Democratic parties and the presidential campaigns of Senators Barack Obama and Hillary Clinton. The committee then broke for an extended lunch, after which they heard motions on the challenges and remedies to provide representation by delegations at the convention. The committee voted to seat the full delegations of both Michigan and Florida with each delegate casting one half vote.

The vote on a remedy for counting votes from the Florida delegation was unanimous in favor of the compromise. The vote on the remedy for Michigan was passed on a vote of 19 to eight, and Mr. Ickes indicated that the Clinton campaign reserved the right to appeal the decision to the credentials committee.

Proceedings of the meeting were interrupted several times by boisterous demonstrations from members of the audience.

Update on Military Situation in Iraq Part 1

U.S. Ambassador Ryan Crocker and General David Petraeus gave their opening statements at a hearing on the status of the war and political developments in Iraq. General Petraeus said that there has been significant but uneven security progress in Iraq. He asserted that levels of violence and civilian deaths have been reduced substantially since the troop surge began but that the progress made is fragile and reversible. Ambassador Crocker focused on the political, economic, and diplomatic situations in Iraq. He acknowledged that there are still immense challenges to be faced, but said that despite this he thinks there is a positive trend toward a united, stable democracy in Iraq. In particular, he said that the Iraqi Parliament has enacted some key pieces of legislation, that Iraq's Council of Representatives has developed as a national institution, and that sectarian hatred between Iraqis has diminished. They also answered questions from members of the committee.

Status of War in Iraq

General Petraeus and Ambassador Crocker testified about the status of military operations in Iraq and political developments over the past several months during a "surge" in troop levels designed to bolster security in Iraq. General Petraeus said the deployment of 30,000 more troops to Iraq had made enough progress that the additional combat forces could be pulled out by next summer, but cautioned against "rushing to failure" with a larger and speedier withdrawal. They also testified about the continued presence of al-Qaida cells, the levels of sectarian violence, prospects for renewed insurgent activity, and regional security concerns. At points protestors interrupted the hearings before being escorted out of the room by security officers.

Dismissal of U.S. Attorneys

Ms. Goodling testified about her knowledge of plans to dismiss several U.S. attorneys at the Justice Department, the role the White House might have played in the decision, and her duties at the department. After invoking her Fifth Amendment right against self incrimination, she testified under a grant of immunity that she has sometimes "crossed the line" in asking about political affiliations when interviewing and hiring assistant U.S. attorneys and that she was not directly involved in the final decisions on dismissals. She also talked about conversations and meetings with both Assistant Attorney General McNulty and Attorney General Gonzales on the matter and their previous testimony before congressional committees. Her testimony was sometimes interrupted by points of order and parliamentary inquiry made by Republican members who generally objected to the conduct of the hearing.

Justice Department Oversight

Attorney General Gonzales testified about the firing of several U.S. attorneys and Justice Department decision making procedures related to the dismissals, as well as other departmental programs at an oversight hearing on the Justice Department. Members' questions focused on the decision to dismiss the attorneys, possible influence by the White House in the process, and the attorney general's reluctance to specify how a list of U.S. attorneys was generated and how the eventual firing decision was reached at the department. Procedural queries by members were sometimes contentious and members occasionally questioned one another's motives.

Soon after the start of the hearing Chairman Conyers instructed protesters to leave the hearing room.
