      <title>Guns and Politics</title>
      <description>Panelists talked about possible gun control measures and gun violence. Mayor Rahm Emanuel said gun control measures needed to include comprehensive background checks and the limit of high capacity magazines. Former Ohio Representative Steven LaTourette said the Republican Party might accept President Obama's proposals if "common sense" measures that did not place a limitation on the capacity of the ammunition clips were submitted. All the speakers were in favor of closing the loophole that allows any one to buy arms at gun shows and preventing mentally ill people from getting guns.</description>

      <title>Gun Violence Liability</title>
      <description>Participants focused on the effects of gun violence on the public health, law enforcement and legislation. They talked about the increase in injuries and deaths from firearms and that by the year 2000 firearms will claim more lives than any other accident or disease. They also examined the methods of control used by law enforcement to control the primary and secondary gun markets. They also stressed that gun legislation has been largely ineffective and that people turn to litigation in the courts rather than wait for new legislation.</description>

      <title>Concealed Weapons Laws</title>
      <description>Participants debated the effectiveness of laws which allow citizens to carry concealed weapons in reducing crime. Thirty-one states now have such laws. Mr. Lott outlined his paper, which shows a decrease in crime rates in areas with such laws, and then the other panelists responded to it. After a period of rebuttal for both sides, the panelists took questions from the audience. Mr. Ludwig and Mr. Lott both appeared at a similar discussion sponsored by the Cato Institute in August.</description>
