      <description>Political scholars examined the consequences of the Supreme Court's [[Citizens United v. Federal Election Commission] decision and its impact on elections and politics. Former Election Commission Chairman Bradley Smith defended Citizens United ruling that allows corporations to spend unlimited money on elections, but he also addressed the need to restore political party's significance in the campaigns. The panel also discussed what policy changes should be enacted in future elections. Notable speakers included former White House Counsel Robert Bauer and former federal election commission chairman Bradley Smith.
This was the first panel of a Cato Institute forum on the Supreme Court's Citizens United v. Federal Election Commission decision.</description>

 Last week, President Bush sought to break the deadlock over unconfirmed nominations to the Federal Election Commission. The proposal was opposed by Democrats who say the President is abandoning a reportedly non-partisan nominee in favor of a party loyalist. Currently, there are only 2 commissioners serving on the 6-member board.</description>

      <description>Three panels appeared before the Senate Rules Committee to address concerns over enforcement of campaign finance law. Senators McCain and Feingold testified on what they see as an unwillingness of the Federal Election Commission to enforce campaign finance law, and discussed reforming the commission. FEC Chairman Bradley Smith defended the committee's record, saying, "We are assessing more fines...and we are assessing higher fines."  A panel of attorneys then testified about possible reforms to the commission, including altering the number of commissioners from even to odd in order to prevent tied votes.</description>

      <title>Funding of Presidential Campaigns</title>
      <description>In response to a dispute between factions of the Reform Party over the status of their presidential nominee, commissioners discussed how $12.5 million in federal campaign funds would be distributed to the Reform Party. They determined by a 5 to 1 vote that the funds should go to Pat Buchanan, thus recognizing him as the legitimate nominee. Commissioners in the majority looked at the extent of support for each candidate in state parties and said they did not want to interfere with internal party politics. Commissioner Sandstrom dissented saying the decision was hasty and should be left to the courts.</description>
