The net neutrality issue focused on common carriage responsibilities of broadband providers in light of larger IP services pushed to consumers. Two panels of witnesses testified on possible legislation requiring broadband services providers to reserve equal bandwidth for competing services.</description>

      <description>Journalists, legislators and telecommunications industry officials discussed the Telecommunications Act of 1995, which would deregulate much of the telephone and cable industry. It is still under consideration by a House-Senate conference committee. Viewers also participated in the discussion by telephone, fax and electronic mail. Senator Pressler joined the discussion by satellite from Miami and Rep. Oxley and Mr. Simon from the Russell Office Building. In the final segment, local historians and students talked about President Lincoln and towns named after him, Lincoln, Illinois and Lincoln, Massachusetts.</description>
