      <title>President George W. Bush 2005 Inaugural Ceremony</title>
      <description>President George W. Bush was sworn in to a second term of office at the West Front of the Capitol. After an invocation, House Speaker Dennis Hastert administered the oath to Vice President Cheney and at noon, Chief Justice William Rehnquist administered the oath of office to the president. The president then addressed the nation and spoke about America's place in the world, promoting freedom and democracy, and creating an ownership society at home.
 
 Footage begins with the president's motorcade heading to the Capitol and arrivals of dignitaries prior to the start of the official ceremony and lasts through the benediction and departure of the guests. Wintley Phipps, Guy Hovis, Susan Graham, and Denyce Graves performed during the ceremony. U.S.A.F. Technical Sergeant Bradley Bennett sang the National Anthem.

      <description>Attorneys presented oral arguments in the case of [Hamdi v. Rumsfeld] which focused on the detention of American citizens captured in hostilities overseas and classified an enemy combatant. At issue were the [habeas corpus] provisions of the Constitution and a citizen's rights to a hearing upon detention. Mr. Hamdi had been taken into U.S. custody as an enemy combatant in Afghanistan in 2001 and was being held in a military facility in the U.S.

At issue were the separation of powers outlined in the Constitution, the use of executive privilege, and rules of discovery of evidence in judicial proceedings.
 
 The arguments were presented on audio tape with still images of the participants. Justice Thomas was present but did not ask questions. This was the fifth time audio of the oral arguments before the Supreme Court was released the same day of the arguments.</description>

      <title>America and the Courts</title>
      <description>America and the Courts featured several events: 
 
 On Sunday September 14, former Solicitor General Charles Fried addressed a Hofstra University conference on judicial ethics. Mr. Fried talked about his views on the subject, including the "aura" surrounding judges, and the differences between judicial ethics and the professional ethics of other occupations. In Mr. Fried's view, the primary expectations of judges are that they know the law and render judgment according to the law. He strongly criticized judges who attempt to serve justice by twisting or ignoring the law. Following prepared remarks, he responded to questions from the audience.
 
 Following Judge Fried, two short speeches by U.S. Supreme Court Chief Justice Rehnquist were shown.
 
 On Wednesday September 17, Chief Justice Rehnquist spoke at the rededication of the National Archives rotunda. He stressed the important role of a strong and independent judiciary in protecting individual liberties. He also talked about a letter, written by William Howard Taft, which was placed in a time capsule in 1926. On Thursday December 11, the chief justice spoke at the dedication of the Udvar-Hazy Center at the National Air and Space Museum. Chief Justice Rehnquist, who served as chancellor of the Smithsonian Institution, talked about the new additions to the National Air and Space Museum and the value of the museum to America.</description>

 Chief Justice Rehnquist was introduced by Virginia Supreme Court Chief Justice Leroy Hassell, Sr. Chief Justice Rehnquist spoke about the history of state Supreme Court justices being appointed to the federal Supreme Court. After his remarks, he joined a panel discussion with Wisconsin Supreme Court Chief Justice Shirley Abrahamson, Indiana Supreme Court Chief Justice Randall Shepard, retired Oregon Supreme Court Justice Hans Linde, and Judge Roger Wollman of the U.S. Court of Appeals for the 8th Circuit.</description>

      <description>An audio record of oral arguments from earlier in the day in a case over campaign finance reform legislation were played over still images of the participants.
 
 Arguments focused on limits to unregulated, or "soft money," campaign contributions, new restrictions on some forms of campaign advertising, and campaign contributions by minors.
 
 This hearing took place in an unusual session prior to the normal Supreme Court term and lasted four hours. It also was only the third time audio of a hearing had been released on the day of the oral arguments.</description>

Completed in 1935, the Supreme Court building in Washington will undergo its first upgrade in 70 years. After their remarks, they symbolically broke ground with shovels.</description>

The first was a speech on judicial independence from March 21st at the University of Richmond in Richmond, Virginia, and the second was a reading of war letters at the Library of Congress from last year.
 
 In May 2002, the Library of Congress marked the publication of [War Letters], a book of two hundred letters from every major U.S. war since the Civil War. Chief Justice Rehnquist read war letters by former Supreme Court Justice and Civil War veteran Oliver Wendell Holmes, Jr. Justice Holmes served on the United States Supreme Court from 1902 to 1932.</description>

      <title>State of Public Service in the Federal Government</title>
      <description>America and the Courts featured Chief Justice Rehnquist and
 Justice Breyer testifying before the National Commission on the Public
 Service. The Commission is holding public hearings to focus attention on the need for
 comprehensive reform in the federal public service. Both Justices address
 the issue of judicial pay and its impact within the federal judiciary.
 
 The Commission is a project of the Center for Public Service at the
 Brookings Institution and is comprised of Chairman Volcker and ten members drawn from both
 political parties and a variety of backgrounds. Commission members asking
 questions of the Justices include former Secretary Shalala and Mr. Duberstein.</description>

      <description>America and the Courts featured oral arguments in the April 3 case of
 [SeaRiver Maritime Inc. v. Norman Mineta]. The case centers on the right of the Exxon Valdez to return to Alaska's Prince William Sound where 11 million gallons of crude oil spilled in 1989. Two years later Congress passed the Oil Pollution Act prohibiting any tanker that has spilled 1 million gallons of oil or more
 from entering Prince William Sound. SeaRiver, a subsidiary of Exxon, argues
 the law is unconstitutional. The case reached the 9th Circuit on appeal from
 the U.S. District Court in Alaska. That court sided with the government and
 upheld the law last July.
 
 Also featured was Chief Justice Rehnquist's May 12 commencement address at Marymount University. The ceremony was held at DAR Constitution Hall.</description>

      <description>Andrew Carroll, editor of [War Letters: Extraordinary Correspondence from American Wars], read selections from the book at the Library of Congress. The book is a collection of 200 letters written by soldiers in every major United States war since the Civil war.       <title>Book Discussion on [War Letters]</title>
      <description>Recently an Armed Services Edition of [War Letters: Extraordinary Correspondence from American Wars] was published by Washington Square Press and the Veterans of Foreign Wars. To celebrate this publication, the Library of Congress hosted a reading of selected letters from the book by seven dignitaries. This book, edited by Mr. Carroll, includes two hundred letters written by soldiers in every major U.S. war since the Civil War. 
 
 Editor Carroll explained the reintroduction of Armed Services Editions, which last appeared in 1947. They are pocket-sized reprints of books that are made available at no cost to the men and women serving in the U.S. military. From 1943 to 1947, more than 1,300 titles were published.</description>

      <description>Justices heard arguments in the case of [Bush v. Gore] regarding the manual recount of "undervote" ballots ordered by the Florida Supreme Court. Among the concerns of the justices were whether the Florida Supreme Court had made new law in their decision, whether the recount standard was too broad, and whether federal statutes had been violated.
 
 The arguments and questions were presented in an audio format with still photos and artist renderings of court proceedings.
 
 Justice Thomas was present but did not ask any questions of the lawyers.</description>
