      <description>Speakers at the National Symposium on American Competitiveness, sponsored by the Wharton School of Business at the University of Pennsylvania, spoke on American policy formation and business strategies designed to improve American productivity and competitiveness in the global marketplace. Mr. Ephlin discussed the role of American labor in the reattainment of American economic supremacy. He said the current administration's policies, which lead to the reduction of wages and benefits to American workers, are actually self defeating to America's economic health. Gov. Roemer discussed the policies his administration instituted to improve Louisiana's economy, which he said was applicable to the nation as a whole. He called for the nation's businesses to think globally, but retain the nation's standards of living. He said American business must make up for the American standard of living by becoming flexible and adapting to the client's needs. He recited a number of steps necessary for improving American competitiveness, including improving American education and improving America's attitude.</description>

      <description>Gov. Roemer spoke before the Southern Republican Exchange, a conference of southern Republican leaders sponsored by the Southern Republicans Association. The goal of the conference is to bring together Republicans from the southern states to share conservative initiatives on government and policy making. Gov. Roemer discussed his rise in Democratic politics in Louisiana, and his increasing alienation from the Democratic party's values and policies. In March 1991, Gov. Roemer switched parties and was welcomed into the Republican ranks by President Bush in a ceremony at the White House. Gov. Roemer faces strong local opposition in his bid for reelection to the statehouse, despite having national attention and support. He faces challenges from Rep. Clyde Holloway, whose support comes from those disaffected by Gov. Roemer's veto of anti-abortion legislation, and from David Duke, a former Ku Klux Klan official who has been repudiated by the state Republican party. He also discussed initiatives to expand the constituency base of the Republican party.</description>

      <title>Governor Roemer On His Recent Party Change</title>
      <description>Governor Roemer, governor of Louisiana who recently changed political parties, from Republican to Democrat, was officially welcomed to the Republican party by President Bush in the White House. Gov. Roemer's party change was considered by some to be partially attributable to Louisiana Republican and former Klansman David Duke's consideration of a campaign for the governorship of Louisiana in 1992. Gov. Roemer might have felt Duke's nomination might be hindered by his own renomination for the office in the Republican party. Mr. Duke lost a senatorial election in Louisiana in 1990, although not by the margin more liberal Republicans might have hoped. After meeting with President Bush, Gov. Roemer, Gov. Campbell, and Mr. Yeutter, head of the National Republican party, spoke to reporters in the driveway of the White House. Gov. Roemer said his party change was made through a long process of consideration of the precepts of the Republican party, not a spur of the moment decision.</description>
