      <title>Americorps National Service Briefing</title>
      <description>At a news briefing this afternoon, senior Administration officials discussed the President's AmeriCorps national service program. In September, the first of 20,000 young AmeriCorps members will begin serving their country. Today, officials announced the identity of the first 57 organizations with which AmeriCorps members will serve. To these first organizations in the AmeriCorps National Service Network will be added approximately 150 additional local organizations, to be selected later this summer. The 200-plus organizations will choose the 20,000 AmeriCorps members who will begin serving in September. AmeriCorps members will receive a minimum wage stipend and, after 1 year of service, an education award worth nearly $5,000 for each year, up to 2 years, that they may be serving. The briefing included Secretary Babbitt and Attorney General Reno.</description>

      <title>Public Safety Forum</title>
      <description>President Clinton spoke on AmeriCorps and public safety issues at the Center for Performing Arts at Brooklyn College. The president opened his remarks by thanking members of various service groups present in the audience. He detoured from his remarks to sign the cast of Congressman Chuck Schumer. The congressman broke his arm on the way to a community appreciation event. The president charged the people to "fight to preserve the quality of community" in America. He challenged audience members to "take back our neighborhoods, to take back our future, to take back the basic quality of our lives." President Clinton suggested that to change not only the laws, but the "basic attitude" of the country. He commended individuals who once touch by violent crime reach out of their tragedies and make "a choice to make a difference."  The president urged Americans not to "underestimate how much ordinary citizens can do." Following the presidents speech the event continued as an ordinary forum on the subject of community policing and public responsibility.</description>

      <title>Crime Legislation</title>
      <description>President Clinton focused on crime legislation during remarks to the National Governors Association. The president indicated that he felt "very strongly" about the community policing provisions. "We have ample evidence that community policing actually works to reduce crime by having people on the block who are well-trained and know the people who live there."  The president also expressed a "strong" belief in the "three strikes and you're out" provision. "You actually will be keeping people in prison who will be overwhelmingly likely to commit a serious violent crime if they get out."  The president discussed provisions for banning the possession of handguns by minors and assault weapons and provisions for alternative incarceration, such as boot camps and drug treatment. Following the president's remarks and remarks by Governors Campbell and Dean, the lights were dimmed and C-SPAN cameras were turned off.</description>
