      <title>Airplane Crash Briefing</title>
      <description>Mr. Noble reported that there will be two phases of inquiry into the plane crash that took place at the White House early this morning. First, the Secret Service, Federal Bureau of Investigation, Federal Aviation Administration, National Transportation Safety Board, and Metropolitan Police Department have combined their resources to investigate this incident and pursue any appropriate law enforcement action. Second, he (Noble) and Eljay Bowron, Director of the Secret Service, will lead a thorough review of the procedures used to protect the President and First Family in such incidents. This review will be coordinated with the White House and all relevant federal, state, and local law enforcement agencies. The review will be completed in 90 days. Following the briefing, Mr. Meyer Mr. Griffin and he took media questions on the air crash. They were unable to answer many questions from the press for security reasons.</description>

      <title>Brady Bill Briefing</title>
      <description>Assistant Secretary of the Treasury for Enforcement Ron Noble today briefed the media and took questions on the Brady Handgun Violence Prevention Act, which becomes effective on February 28, 1994. The Act will require background checks of individuals purchasing handguns. A handgun purchaser must fill out a form stating that he or she intends to purchase a handgun and is not in one of the prohibitive categories, such as convicted felon, under indictment, or drug addict. The seller must transmit the form to the chief law enforcement officer of the purchaser's residence within 24 hours. Each state designates which law enforcement organization will serve this role. Law enforcement is required to make a reasonable effort to determine whether the prospective purchaser is legally prohibited from purchasing a firearm. If law enforcement determines that the buyer is prohibited, they can stop the sale. If law enforcement has not informed the dealer within 5 business days that the sale must be stopped, the sale may be completed.</description>

      <title>Brady Bill Signing Ceremony</title>
      <description>President Clinton, joined by Jim and Sarah Brady and a number of congressional leaders, signed the long-debated Brady Bill. The Brady Bill creates a five-day waiting period for a background check on persons attempting to buy a gun. The Bradys have worked for seven years to gather congressional support for handgun regulations and restrictions following the 1981 assassination attempt of President Reagan. In the attempt, the president's Press Secretary Jim Brady was seriously wounded. Following statements by the vice president, attorney general, Ms. Brady, Ms. Musick, and Mr. Brady, President Clinton spoke about the need for fire arms restrictions and the importance of the Brady Bill. Following the president's statement, he signed the bill. C-SPAN cameras caught the president and members of Congress celebrating following the legislation signing ceremony.</description>

      <description>Attorney General Reno and other Justice Department officials briefed the press on the final report on the investigation of the siege of the Branch Davidian Cult in Waco, Texas earlier this year. The FBI stormed the compound on April 19 and pumped tear gas into the main building, but the investigation and autopsies of some 85 victims showed that the cult members had set the fatal fire themselves and also shot or stabbed many of the victims. Their leader David Koresh died in the fire.</description>

      <title>Waco Investigation Report</title>
      <description>Secretary Bentsen briefed reporters on the details of the five-month investigation into the failed Bureau of Alcohol Tobacco and Firearms (ATF) raid of the Branch Davidian compound in Waco, Texas. He announced that Mr. Magaw, the current head of the Secret Service, will take over as acting director of the ATF. Secretary Bentsen stated "numerous officials were less than truthful about the facts." An unknown number of Davidian members (presumed to be over 80) were killed during a fire at the compound following a 51-day standoff. Following a short statement, Secretary Bentsen took numerous questions from reporters concerning the handling of the failed raid. Police Chief Williams was a member of the independent review panel and also took questions.</description>

      <title>Texas Cult Standoff Investigation</title>
      <description>Secretary Bentsen announced the names and introduced the members of a task force created by the Department of the Treasury to investigate the actions of the government involving a religious cult in Texas. In February 1993, four members of the department's Bureau of Alcohol, Tobacco and Firearms were killed in a raid of the armed religious cult's compound for violation of firearms regulations. After a 51 day standoff in which the religious cult was surrounded by government agents, the cult compound went up in flames following the government's use of tear gas to attempt to force their surrender. Secretary Bentsen promised the task force would conduct an objective inquiry into the matter.</description>
